Higher intelligence would cause those who have it to pursue higher education to make use of it, thereby delaying or completely denying the window of time in which people in these populations would have children. Inversely, less intelligent populations would not attempt to pursue higher education because they are mentally equipped to do so. This in turn would allow for a larger window of opportunity to reproduce, hence the inverse relationship. Additionally, studies have found some African populations to have a lower average IQ than some ape populations, yet these African populations are greater in size than the ape populations with higher intelligence.
