Sexual behaviours develop from good and bad experiences during development.
Someone who's shy and doesn't learn to refuse commands from superiors(like their elders) and stand their ground, will often become fearful, frustrated, and uncomfortable with being lead around.
When they start fucking, they get gratification from being the ones in charge of someone perceived to be maleable and weaker, and therefore safe.
Sexually dominant people are just cowards in the end, but they're also much more loyal to their partners, since they depend on the security they provide.
On the other hand, people who communicate successfully, and learn to take charge, also tend to end up burdening thselves with responsibilities, as well as being relied upon. This causes insecurity, and another kind of frustration.
They start to get off on being freed of any making choices and having someone they perceive as competent showing them guaranteed affection and taking the lead.
Note that I'm in no way talking about sadists, masochists, rape fetishes, or any other extreme. Those go in other categories.
What I'm referring to is strictly within the bounds of (mostly) normal behavior.
