Various reasons. Sometimes it's patented and the owner of the patent can't find a way to create a marketable product. Sometimes it's the cost compared to the alternatives. Sometimes it's difficult or impossible to mass produce. Sometimes competitors buy the patent and sit on it so they don't have to spend money switching production. Sometimes the military buys it and develops it into the next generation of overpriced, rarely deployed weaponry. Sometimes it doesn't make it to the attention of people who would invest in it. Sometimes the cost of the infrastructure to support it is prohibitive. And on and on.

I'm still waiting for more development of optical rectennas. There was a company that claimed to be able to pass produce them by modifying machinery for making TVs, but that was many years ago and to my knowledge there's been no word on it since. Maybe I'll check into that again.

Just checked into that thing. The company is called NovaSolix and they have a 2021 update saying they've been granted their patents. Maybe they'll actually have a product soon.

Cause human experiment is nuclear bomb level regulated shit and requires extensive studies and years of development before they approve anything. Within those years of extensive studies/development, you better hope the company testing the novel ideas dont go bankrupt. But as anyone in the industry knows, the small bio tech companies go bankrupt after one failed experiment.
