Recently they told NASA&ESA&JAXA and the other space agencies to fuck off and that they would pull funding out of ISS and join the chinese spacestation instead.
Only for the chinese to put their new station in a orbit the russians cant reach from the baikonur cosmodrome.
Now they can still join the chinese, but then russian station parts will need to go up from chinese rockets, in china.
Or stay with the ISS and act as if the whole "fuck off, bitches, i'm joining the chinks" thing never happend.
The third option is build their own station but with the cost of doing that and the recent screw ups like nauka trying to deorbit the ISS it's clear roscosmos has lost a lot of talent&expierence to build it's own station again.
