If you want people to be more involved in the democratic process, i.e. government that leans towards some form of direct democracy, they need to know a few things.
People would need to be able to see through bullshit in the information they receive.
You would then of course need some introductory level knowledge in philosophy and politics.

But I'd also add that people need to learn basic stats, up to maybe around undergrad level.
They need to know basic conditional probability and to identify base rate fallacies.
With that said if you you want your population to be just dumb enough to keep the wheels turning, just stop at counting.
The US seems to have done pretty well at that level.
