In the sense that you can approximate almost every real or complex valued function with a linear combination of sine waves then yes.
But not every phenomenae, geometric object, etc can be reasonably modelled with sine waves, so no.
But yeah, I'd say that this is the kind of question that stems from confusing usefulness for meaning. Waves are usefull for a gargantuan amount of things, but they're just a tool, not some Hidden mechanism behind the reality of the things they describe.
