Much like Canada, Australia is big on raw resource extraction and poor on industrial production. Northern Queensland would be a good launch location but infrastructure isn't all that great and most components would need to be imported. Australia is capable of producing complex modern goods like automobiles but a space program requires a far deeper industrial and scientific base than they have or are likely to ever have.
