The consumers? The CEO? The board? The investors? The politician that subsidizes them? The people that voted for that politician?
Getting into a "who did this" shit slinging match will probably be used as the next distraction technique soon so they can keep doing nothing about it while looking like they are acting.
The only solution is regulation as the free market wants the cheapest option, not the best. The only people that can regulate are the politicians so the people need to demand politicians that take action and throw those that don't out of office.
Catch is people have been feed enough propaganda over the last century that they are easily distracted and manipulated by those that stand to lose a fuckload of profit if we did take action.
tl:dr violent revolution may be the only viable option.
