How is this a question? It depends on what you're studying, and depends also on how you learn well within that subject.
Do you remember things better by writing it out? Re-writing it out in question form after taking notes? Creating sets of questions for yourself using apps like quizlet? Teaching or discussing the information with others?

Take notes using powerpoint.
One presentation = one chapter.
One slide = one paragraph.
Summarize the best you can, when you finish reading, the chapter, go through your powerpoint one more time. Review in the morning.
Saves your wrists the writing, and makes it more visual overall.

Also Cornell notetaking methods are decent.

Depends on the subject if it's something like math or physics that actually requires problem solving forget about it. If it's a grind like health sciences just do more spaced repetition than your peers and that should do it, that's how I got into med school. Literally work harder and smarter.

Low IQ here, just study a lot and get good sleep. As long as I get a good night's sleep after a lot of repetition or problem solving, I end up "encoding" the information to my permanent memory.
