Africa has 1.2 billion people. With mean IQ of 70 that is 27 million people with IQ of 100 and above. More than population of Scandinavia.
Why isn't this small minority of smart Africans turning Africa into a superpower? Or at least making any scientific breakthroughs? Where are their Quantum computers and their cures for diseases? Why didn't they have any colonial empires?
The greatest achievements may be done by 0.01% but if the rest of the 99.99% are people with extremely poor cognitive ability who turn their own countries into shitholes full of corruption, crime, famines, wars then the 0.01% can't do nothing meaningful to put their skills to use.

Basically same thing every couple centuries they get high level intellects that contribute to math and architectural engineering but everyone else were peasants afraid of getting bitch slapped by a local feudal lord.

Because an individual in Britain figure out the scientific method first and that knowledge disseminated to Europe first before being introduced elsewhere. Notice how before that explosion of accomplishment appeared in 1600 and after they were basically in the same boat as everyone else. That's because prior to the scientific method everyone including Europeans were using a mix of rationalism and divination to explain the world.
