Can't into fire to cook food for brain.
No sticks/wood anyway for fire or shelter.
Can't into easy long-term-capture / domesticate anims moving in 3D.
Can into throwing, but is not good vs anims moving in 3D.
Water make it hard throw things anyway.
Hand for grabbing/throwing no good for swimming either.
Water is too low in oxygen for bigbrains.

Maybe in a few dozen million years, (assuming humanity vanished today) dolphins may have hand-penises to manipulate rocks with.

There are other factors too, for instance there is no where to hide in ocean and all defensive measures have to be lighter than water to avoid sinking you so sophisticated tools like hands have little use in vast majority of ocean environments. You simply spot your prey and then bite, no processing needed. Contrary to land environments where there's plenty of places to hide and you often have to process the prey such as dig it out or crack open it's shell or separate the inedible parts from the edibles, where intelligence and hands are highly useful.
