Yes. Hypothyroidism directly, or its underlying causes, causes gradual brain damage. Especially during development, which is why they halogenate the food and water.

If people can recover reasonably well from strokes (in some cases), then I doubt a mild case of hypothyroidism will cause irreversible damage.
