It means the vernal equinox (kinda like the reference point for the position of the stars) currently lies in the constellation Aquarius. Because of the Earth's precession this point gradually moves across the sky, and will cross into Capricorn in 2000 years.
This is why the Zodiac is offset by a bit (it's currently Scorpio but the Sun is in Virgo), because when the ancient people defined it the equinox was still in Aries.
