Think of the universe as a graph of states.
Each state contains a configuration of matter/energy and their position.
The universe contains every possible state, and every state is connected to all other states (a complete graph)
Each state is a point in time and contains no information as to what it's next state could be.
The rules of the universe are decided by which path of states you chose to traverse through, and it's possible to take any path.
What if the only reason we experience that there are rules to the universe is because our conciousness wouldn't exist unless a very specific path was taken?
What if there are many other paths you could take, but none of them may be experienced since they're too chaotic?
