People have blue eyes because one of the genes involved in the pathway delivering pigments to their iris is broken. The most common one is OCA2, but there are other genes involved.
One of your parents could have both copies of OCA2 broken, so they will have blue eyes. The other parent could have two broken copies of a different gene involved in this pathway, so they also have blue eyes, but have a working OCA2 gene.
Your brother could then be heterozygous for both genes, which is enough to get melanin in his iris and give him brown eyes.
