how is it an issue in a communist country that the state owned businesses aren't turning a profit?

Not turning a profit is fine. But only if you think you're economic externalities are greater than your losses. This does not even go into the opportunity costs of other investment opportunities.

How is not turning a profit fine? Forget about "money" for a moment captain picard, a company either creates wealth or destroys wealth. Physical wealth, as in sacks of rice and barrels of oil.
A company with loses is destroying more wealth than it creates. Its like investing in building an airplane and it never takes off because all the welds were done wrong and it breaks down in the hangar. Its just a waste regardless of "economoc system".
Westerners are starting to deify the CCP. They think anything can be fixed by CCP, some shitty company can exist because CCP funds it, Chinese industry sucks as a whole? Dont worrry the CCP subsidies fix it. Like it isn't part of China but some external god.

Not turning a profit is not fine. Coal is limited, oil is limited. These are not just resources you can use willy nilly. If a business isn't turning a profit then it's not using an efficient allocation of resources, you're wasting limited resources. No wonder China has has coal shortages, their highspeed railway is going to turn into a pretty looking scrapheap very soon if they can't find any more coal, and they wont.

Subsidizing transportation is a positive externality which can lead to greater intercommunication, business dealings, and thereby GDP than if it was strictly run at what the market can bear.

Though it could very well be possible that expanding high speed rail into low density regions were bad investments. Yet the CCP may still think it's worth it to unify the country and boost prestige.

Also major factors for energy prices are the embargo on Australia, commodity supercycle, and central banks inflating global currencies.

They have more limited lockdowns now, but they've designated high-risk/medium-risk areas where travel is restricted and/or requires quarantine still.
