About 4-5% of people have full-blown psychopathy/ASPD and 20% of people have at least some antisocial traits. All cluster B disorders are mostly the same thing, except for borderline which is often a grab bag of misdiagnoses for people with CPTSD or other disorders.
Most CEOs have a cluster B disorder. Most politicians have a cluster B disorder.
If a reliable brainscan based test and execution system were set up to get rid of them the world would be a better place, but because it is actually an optimal strategy and even more so the less of them there are (see the hawk-dove problem in game theory), it would have to be done on every generation as it would continuously arise in the new population.
