If the Moon was more mysterious and unknown, then we probably would send more missions there, but since the 90's we've pretty much known everything basic about it that we need to know.
Getting a sample isn't much interesting either, since there's plenty of rocks left from the Apollo era which are constantly re-examined
Even Roscosmos could probably revitalize the old Luna designs and modernize them, but there's not much of a point in exploring the back of your hand
