There are two fluid forces at work here.
The one of water and the other is the air. When the brick is on the boat, its exerting with the force of the air pressure itself. When the brick is at the bottom of the floor, the brick's pressure isn't being added to the air. Instead the brick occupies the space of the earth where water would occupy originally. Hence forth the water level rises slightly. Not noticibly by human eye, but in a mathematical sense.
Ofcourse in real life, this may not be the case as there maybe leaks in in the borders or bottom of the ocean where the slightest increase in pressure might result in an unknown result, but we're assuming a hypothetical scenario where unknown variables don't play a part..
