If you only have a lego building set you can't create anything more or equally complex as that building set. The simulated universe might simulate other universes but at some point, the chain will break down because of a lack of complexity. The next assumption is the possibility of multiverses a la "what if there are multiple base universes (maybe even infinite (probably) base universes)?". There's also the possibility of one of the base universes being infinite which would give you arbitrarily big and complex simulations. Not sure how this would work out if a universe had an infinite past. All in all, it's really nothing new. It's just the old god shtick but slightly rephrased to appeal to soiboys.
