Easiest way is to hook up a socket wrench like thing so when it going down it spins while going up it rotates freely. Hook that up to a generator boom energy. Probably some fancy gear thing that will always spin the same direction and that would be better.
Or you can build a solar panel or you can build a dam if you want it next to a river like you said here
