They have been doing it so long and seen so many start-ups fail they assumed no one could ever challenge them, SpaceX is the first to actually compete and oldspace have so many structural issues they can't move quickly to catch up
I fully expect oldspace to be competitive again but it's going to take 20 years for the old guard to retire and the younger guys to rise into positions to change things.
