Design is much harder than analysis.
Most 4th year engineering courses pertain to design.
Let me ask you this:
Is it harder for a structural engineer to design a structural system for a building that optimizes all the constraints for materials cost, construction speed, architectural constraints, building code, etc.
Or is it easier to double check the calculations of an existing structural design?
This demonstrates the difference between design and analysis. Design is often an iterative process, you try stuff out and it doesn't work, and then go back to the drawing board. It's difficult to meet so many constraints.
