>>13781253The reactance of capacitors and inductors depends on frequency. At low frequencies, including DC, the capacitor has a high impedance, and so the voltage across it is generally large. At high frequencies, the capacitor basically acts like a short. So the very high frequency components of a signal “short” to ground if there are parasitic capacitances.
