doesn't really answer your questions and i'm worried about sounding like a redditor who has a carl sagan t shirt and I have a worry you will expose me for being a pseud, but defining evolution in changes of allele frequencies in populations over time is an observation or data rather than a theory right? So it can be an observation or "fact" as well as referring to the theory attempting to explain the observations. Isn't a scientific law just statements on observations or relationships between observations that always seems to hold, or seems to hold under certain circumstances that can be used to predict things? they don't always have to hold or be "true" in every case. There seem to be such 'laws' in evolutionary biology but they seem to be called rules or principles instead e.g. Hamilton's rule, Williston law.

A law is the "what". A theory is the "why". Often times laws exist without solid theories, as you can observe and quantify things without necessarily knowing why they happen. See: sound change laws in linguistics.
