The reason being the same as moon, a spherical object is only lit up from one side but the viewing angle is not always directly from the direction of the illumination and when that happens you see part shadow and part light. Since mars is further out than earth we can't see full phases there (since we can never view it from opposite of illumination, best we can do is less than 90 degrees). From Mars, earth does have full range of phases since we orbit closer to the sun so Mars also gets to see our dark side fully.
