Visual acuity is different from the speed at which you can process images if I am understanding it right, so the great eyesight of eagles says nothing about its perception of time as far as I know. But you were into something with the idea of different refresh rates. Great question. You can tell /sci/ is crap because nobody else found it interesting because they would rather frog post.
