No he is not. Two leftmost is columns for s orbitals N (fuck helium exception). Six rightmost columns are p orbitals N, when filled, makes a noble.
Then in between there are transition metals/lantanoids/actinoids, that have partially filled d and f orbitals.

You fell for the meme that chemistry actually makes predictions (outside of the simplest of cases), instead of realizing it's just useless bookkeeping like taxonomy / biology. If you want to know something about an element/compound you have to look up the exact scenario.

nigga the post you're replying to literally tells you both have 8 valence electrons, iron has 6 in 3d + 2 in 4s = 8, and ruthenium has 7 in 4d + 1 in 5s = 8 too
crystal field and ligand field theory are sufficiently accurate models to distribute the valence electrons too
