I have a plastic case on my laptop and recently it has been chipping away and I am not sure if this is good for me. Is it safe to touch the case? Is it safe to touch anything made of plastic with your bare hands?

I'm willing to bet plastic are poisoning us all. That being said, your laptop isn't contributing anything to this. It's mostly plastics that leach into all of our food, beverages, and drinking water. Talk about lowest concern.
