However, within-race, we know that the heritability of IQ is 42%. So, if the parents belong to the same race, you can calculate the expected IQ of the offspring with accuracy.
In the example, the mother has an IQ of 80. Let's suppose the phenotypical IQ of her race is 100 (white). We can't be sure about this specific woman, but, if we find a large enough sample of 80 IQ white women, we can expect that, for the average member of the sample, 42% of this 20 point deficit (8.4 points) is due to genetics, 8% is due to shared environments and 50% is due to non-shared environments.
In the case of the 130 IQ dad, the same logic follows.
We can expect their shared environmental IQs and their genotypical IQs to be passed to their offspring, since the first has to with upbringing and material conditions and the second has to do with genes. But the non-shared environmental part will be, on average, the same non-shared environmental IQ of the white race.
Their offspring will have 0.5*(130+80)/2 + 0.5*100 = 102.5 points of phenotypical IQ on average for a large enough sample of white children of 130 IQ white dads and 80 IQ white moms.
