Why is understanding something so much easier than coming up with something?

Maybe I'm just retarded, but does someone else have this problem? I've always been able to study and understand what I've been told are "hard" subjects, but when it comes to making any sort of new or innovative thing I'm a fucking brainlet. Does anyone else have this problem? Maybe I'm just a retard.
