If there is an upper level of universe and ours is imagined by some other consciousness then it can exist, but positing a universe where something can exist to make it possible for it to exist is the same as a little kid during playtime saying "I have a sword of infinite attack," and the next kid saying "I have a shield of infinite defense."
It's in the same category as Roko's Basilisk, drivel that is spawned when people with a higher IQ go through a late "dood deep" phase.
