About a third of all pregnancies end in miscarriage, and most very early. Like 80% before six weeks and 95% before three months. There isn't any evidence to suggest that there's anything women can do to change this.
Manslaughter requires at *least* negligence, e.g. you hit someone with your car and you failed to yield right of way or were using your phone or something. If someone jumps onto the interstate and you hit them, you're not guilty of any crime, not even manslaughter.
Therefore you can't just say that every baby that dies in the womb is manslaughter, you would have to actually go to court and prove that. Presumably someone close to the child would make the allegations and then the state could bring charges.
This is actually a good system, because some women *will* intentionally try to cause a miscarriage, or they are grossly negligent and take so poor care of themselves that their baby dies. I have no problem charging those women. But the vast majority of miscarriages are just accidents that no one could have prevented.
