If you've never seen a forecast with a chance of rain lower then 20% except for 0%, then you're consuming shitty media sources rather than an actual source. Media forecasts typically round every percentage between 1 and 19 up to 20% precisely because of the tendency for normies to round 8% down to 0%.
Sorry your perception is so poor. Try using science instead of feelings.
