putting power generation on the roof is the stupidest idea. Of course california would mandate doing just that.Put all of the solar panels or whatever out in the middle of nowhere so all it is in one place and easily maintainable.

The PV ares much cheaper now and provides DIRECT electricity rather than a conversion through a heat engine.

The reason why the world favors PV over Solar Thermal heat engine electric conversion is because of maintenance. Anyone can setup a PV in their home and all they have to do is clean up the panel every once in a while for maybe bit of dust/snow with a broom. To setup and maintain a solar thermal heat engine electric converter, you need large water tanks, heating and pump systems, expose the parts to water/steam condensations, etc. You need to dedicate your life towards maintaining a solar thermal PV or atleast a professional to manage the system. Its a hard barrier.

Naturally, but those are all very well known issues. I hoped that you'd recognize the joke about humans eventually discovering some sci-fi-like energy source and using it to boil water to run a turbine because fucking Carnot cycle.

And forgot to comment that costs of operation over the long term is a very important factor here. Production and disposal of PVs is a bit of a pain in the ass economically and environmentally.

No one's talking about the engine. It's the rotating base that's the problem. Without a rotating base you can't focus sunlight on to the engine itself, drastically reducing its efficiency.
