1. What does it depend on how many "arms" does the light scattering have?

Because in vid related it has six "arms" at 1:15 for example, but eight arms at 1:18. Is it a physical phenomena or just added in post? Also when you squint the eyes looking at some light source, a regular polygon shape appears, but I don't know if it always has the same number of "arms". Where can I read about it?
