It's not magic. It's a video, being recorded on a static camera in a lossy format, which is being transcoded into another lossy format on the fly, which is then being uploaded to YouTube via the open internet (itself prone to non-zero packet loss), which is then being downloaded by many simultaneous users, again via the open internet (again opening it up to more packet loss). If a packet or two is lost or garbled during upload, and then another packet or two are lost or garbled during download, then artifacts exactly like these are created by the codec doing the best it can with garbage input.
I'm not at all an expert. But I'm not a fucking idiot who thinks that SpaceX is faking livestreams for no long-term benefit.
