religious laws usually are split between mundane and spiritual matters and this is a mundane matter, that which pork in warmer climates is more prone to transmitting disease. it's taught as religious dogma because they do not have the means to prove the reasoning scientifically at the conception of the rule, only by anecdote of an authority figure and so it is written down in the tribal "things we know" book

you cannot make it 'halal' because the rule is not open to reintepretation and change, though you can describe the meaning of the rule and reason with non-zealot followers that the rule can now be discarded as it is no longer relevant to the tribe's living conditions
