to even begin to answer your question we would have to know about human behavior in each state, not the legal mandates. it could have been the case that people in arizona largely followed the masking guidance from the CDC even if the state government wasn't legally mandating it

cities largely trend democrat even in red states, and mask wearing in the USA ended up splitting down political lines, with dems largely obeying masking guidance. i don't think it's outlandish to at least consider the possibility.

the vaccine deaths are regular vaccine failures. very few vaccines grant full immunity, in fact we're lucky if we get one that's even close. you don't have to pretend to be vaccinated, you just didn't get immunity from it

This is incorrect. CDC ran analysis and showed mask mandates has a 1-3% effectiveness over a length of time. Stop hand waving away complete government incompetence. They are going to kill us all.
