Why the Na and Cl ions of salty water can't be removed by aplying a positive electric field, then let the ions get trapped somewhere, and then switch the electric field to get the other sign ions? all the interactions are electrostatic interactions

You can, you just end up making chlorine gas and sodium hydroxide which are harder to deal with.
