I'm sure your PHD in cursory internet searches has told you that the power grid is generated on demand so the power plants need to have reaction times in the seconds or minutes, nuclear plants have reaction times in the hours.
Remember the Texas grid collapse? That was because the grid slowed just slightly too much and tripped out. The same happens if it speeds up too much. Either you need millions of pocket sized mini reactors or you need to remove all the safeguards and standardisation guarantees associated with the power grid.
I'm sure your 230v 50hz toaster oven & hospital equipment will be fine with 400v 90hz being delivered to it, right?
