If this wasn't a factor, blacks would on average score the same or higher than whites. The evidence suggests that all races have pretty much the same potential when it comes to cognitive abilities, it's just that for some of them said potential is suppressed due to factors such as economic inequality and systemic discrimination. All groups are roughly the same in this regard; except for Jews. Jews have an edge on the other races when it comes to intelligence due to the harsh millenia-long selection for high IQ among them.
