Universally Available Nuclear Weapons?

Big dum dum question here (I don’t know much about science), but a common theme of technological advancement seems to be once-rare technologies eventually becoming cheaper and easier to make, then spreading (ex: a 1980s supercomputer has less processing power than a MacBook, and was exponentially rarer and more expensive)

Can we expect the same fate for nuclear weapons? New methods of construction discovered until the cost to acquire them dips down from billions to a couple million? Why or why not?
