Something quantum means it can be counted, it is a quantity. There isn't necessarily a quantity of oscillations in a medium, rather something has to be abstracted in order to measure any change or effect. This abstraction is axiomically recognized as quanta and quantum physics is essentially the science of counting things we can't directly observe. Science thinks photons are real and I think the peaks of emf waves are all the photon really are.
