If I take two perfect clocks, and put one of them few meters higher than the other, when the lower one says

No, the planet they're on has normal gravity but it's close to a black hole. Like standing on Earth you don't even notice the sun's gravity because it's the same on you and the planet.

Gravity is just acceleration. The planets orbits i.e. accelerates around an immense gravity source, needing an extreme speed. But what we actually feel when jerk or break our bones due to impact is due to a difference in acceleration (distributed over a too short interval). The humans on the planet are currently just as fast as the planet. Their acceleration differential is comparable to that of Earth.

Time dilation is not proportional to the gravitational field. It is proportional to the inverse of the square root of the distance, while gravitational field decreases with the square. So the gravitational field can be really weak if you are very far from a huge black hole but the time dilation effect is still very strong.

In terms of the movie it is to illustrate how the further into the journey the crew goes, the faster they lose time on earth. You can't expect more from interstellar its a silly scifi movie with a little science jargon. The concept of relativity is that as you approach the speed of light, your local time slows down. You experience less time and more of it passes outside. This is demonstrated irl, orbital satellite clocks run just a smidge slower than clocks on the ground.
