The biggest difference between South America and Europe is that the average person has no money. If you're opening a small business, you can't expect to make a lot of money, simply because the average consumer doesn't have that much to spend. A successful small business in South America makes a couple of thousands a month, a just as successful small business in Europe makes tens of thousands.
The current popular opinion of "escaping South America" is extremely cringe, because this is a opinion generally held by the semi-educated. So people that could have a comfortable middle class life migrate (often times illegally) to developed countries without even speaking properly the language, then work in the lowest of jobs and think they're successful living a low class lifestyle.
Getting out of South America is something that some people should aspire to though, especially highly skilled and trained people that can find work in their field. A doctor that goes from Brazil to the US or UK or Germany will have a much, much better lifestyle for example.
