Too uncertain to make use of decision theory...

Total stab in the dark here but while Decision Theory is great if you need to weigh up the utility of finite given options, but what do you do if you have no options or if all the presented options are more costly than doing nothing at all?
Stuff like choosing a career, choosing where to live, or what about trying to create a new competitive advantage in a business?
I guess that comes under the domain of 'problem solving'. Does solving those problems come under decision theory? If not is there another /sci/ discipline that helps?
