I think its down to the friction of the wheels. The weight and thus friction of the plane on the belt allows the conveyor to pull backward on the airplane body, even if it's through the wheels. Its like drag, but its not infinite.
The thrust of the engine needs to overcome the max drag/friction of the wheels. If the plane manages to leave a static state, it will be able to accelerate.
