It is nearly impossible to distribute technology from a national office, as other countries will have to understand this as a threat.

It is possible to distribute technology from a global level, as long as a judicial foundation exists, otherwise efforts will be rendered useless as local officials will steal.

That's the current situation: As state officials got threatened with the emergence of a supranational entity, outcompeting their own competencies, they got the flu, martial law and the lockdown got declared.

So as I write this, state officials globally are stealing our all future over some fucking red wine.
