I think the list of planets gets significantly smaller, when you consider all the conditions that need to be present to make intelligent life. We have a pretty good sample size on Earth, since we've had all sorts of lifeforms in a variety of environments, but only one species has made the cut. So I think we can draw some conclusions from that

There could be some mechanisms or statistical reasons by which only one genus per planet could evolve enough intelligence. At least in one plane of existence.

My understanding of this is, we don't even look at each and every earth, we just scan them for some kinds of energy and radio waves, and even we don't send out that much, that far, that regularly, so we're probably not going to find anything in the foreseeable future, and probably nothing will find us.

There's also that theory that the reason it's so quiet is that the noisy ones get exterminated by highly advanced and hostile ayys.
